Energy Efficiency Policy

Economic reforms swept away much of the apparatus developed in the 1980s--including market-based incentives for energy efficiency improvements. China is reintroducing market-based incentives, and took a major step forward in establishing a legal basis for energy-efficiency work with the passage of the Energy Conservation Law in November 1997.

We have prepared several reports on the status and effectiveness of energy efficiency policies in China, including a report on developments in energy-efficiency regulations and programs since 1997. We are currently preparing a database of international experience with policies to promote energy efficiency, requested by the Chinese Government.
